A National Peace and Reconciliation (NPRC) auditor Joseph Mufambisi has been fined US$300 by Harare magistrate Donald Ndirowei for using a fake certificate to secure employment.
Mufambisi was found guilty and faces three months behind bars if he fails to pay the fine.
The complainant in this matter was the State represented by Albert Mbabvu the General Manager of Human Resources and Administration for the NPRC.
The State proved that sometime in June 2021, NPRC posted an advert for the post of Internal Auditor on their website in a bid to recruit an Internal Auditor for the organization.
The minimum qualification requirements for the post were a Degree in Accounting or a Higher National Diploma in Accountancy.
“Mufambisi knowing very well that he did not have the required qualifications and with the intention to deceive NPRC applied for the post of Internal Auditor and furnished the Commission with a copy of his Curriculum Vitae and application letter as required by the Commission.
“On his Curriculum Vitae (CV) and Application letter the accused misrepresented that he was a holder of Higher National Diploma (HND) in Accountancy” it was proved.
As a result of the misrepresentation, the accused together with two other candidates namely Owen Chiweshe and Patience Njenje were interviewed for the post of Internal Auditor.
Sometime in September 2021, the accused was offered to take up the post of Internal Auditor after the two other candidates had denied the Commission’s offer to take up the post of Internal Auditor.
Subsequently, the accused accepted the offer and assumed duty on 29 September 2021.
In November 2021, after the Salary Service Bureau had requested the accused person’s certificate for his Higher National Diploma so that they file the information, the NPRC Human Resources department personnel contacted the accused to provide the Commission with a certified copy of his Higher National Diploma Certificate.
However, the accused then suffered an accident before he could furnish the Commission with his certificate which he had been requested to provide.
“In March 2022, the Commission carried out an internal audit and the audit findings revealed that the accused had not submitted the certificate for the Higher National Diploma (HND) in Accountancy which he alleged to be a holder of.
“The accused was contacted and requested to provide his certificate for the Higher National Diploma (HND) in Accountancy. The accused person failed to produce his certificate.”
Upon discovery that Mufambisi had falsified that he was a holder of a Higher National Diploma (HND) in Accountancy which was a requirement for the post, a memorandum was generated by the then General Manager for HR
and Administration to the Executive Secretary indicating that the accused falsified information in his application letter and CV by providing false information that he was a holder of an HND in Accountancy which was a pre-requisite qualification.
Investigations revealed that the accused did not complete his Higher National Diploma (HND) in Accountancy and had only completed four out of eleven subjects.
“The accused person unlawfully and intentionally misrepresented and supplied false information to the Commission that he was a holder of a Higher National Diploma (HND) in Accountancy completed in 2002 with the intention to defraud the Commission,” prosecutor Tendai Tapi charged.
He said HND was a pre-requisite qualification for the post of Internal Auditor for the NPRC.
The accused made the misrepresentation well knowing that the information was false and he had not completed a Higher National Diploma in Accountancy in 2002.
As a result of the misrepresentation by the accused, he was appointed to the post of Internal Auditor thereby causing NPRC to suffer prejudice in its good administration and salaries paid and also caused prejudice to other qualified candidates.
