Government Issues Strong Warning to Headmasters Over Fees Payments Ahead of Schools Opening

Government Cracks Down on School Heads Over Fees Demands

The Government has issued a stern warning to school headmasters against unethical practices related to fees collection as the new term approaches.

Primary and Secondary Education Permanent Secretary, Mr Moses Mhike, addressed the issue following numerous complaints from parents.

Fees Must Align with Circular No. 10

In a strong statement, Mr Mhike said:

“No school should force any parent to pay fees or levies exclusively in foreign currency. Parents are free to pay in any currency of their choice, as Zimbabwe operates under a multi-currency regime.”

He further emphasised that schools pegging fees in foreign currency must allow parents to pay in local currency at the prevailing interbank rate.

On the issue of school uniforms and stationery, Mr Mhike reminded schools to respect parents’ rights:

“Parents are free to purchase these items wherever they find them cheaper, provided they meet the school’s specifications.”

The Permanent Secretary warned school heads to comply with these directives:

“Heads of schools and responsible authorities are therefore warned to abide by this directive and refrain from mandating parents to buy uniforms and stationery exclusively at their schools.”

To ensure adherence, inspectors will be sent to monitor compliance.

Concerns Raised by Parents

Parents have accused schools of exploiting their desperation. Many reported being forced to pay fees in foreign currency or buy overpriced uniforms.

One parent, speaking to The Herald, shared their frustration:

“Schools are cashing in on our desperation. They are sidelining children on the BEAM programme and demanding foreign currency when we can barely afford it.”

Other parents echoed similar grievances, urging the Government to take action before schools reopen next week.

Schools Urged to Ensure Smooth Term Start

Zimbabwe National Union of School Heads Secretary-General, Mr Munyaradzi Majoni, called on parents to pay their fees on time. He said:

“We anticipate a seamless opening of schools next week. Most administrators are finalising preparations and urging parents to make every effort to pay their fees in full by the first day.”

Mr Majoni acknowledged challenges with the heritage-based curriculum and encouraged principals to address them:

“Workshops are needed to equip teachers effectively. We encourage our principals to fast-track these workshops to fulfil their mandated work.”

Security Concerns Over Fees Collection

The police have also cautioned schools against storing large sums of money on-site. National police spokesperson, Commissioner Paul Nyathi, said:

“We urge school authorities to step up security measures at schools and employ guards from reputable security providers.”

He highlighted the risks posed by rising cases of armed robberies targeting schools during fees collection:

“Schools must deposit fees at financial institutions instead of keeping them in safes.”

The Government’s firm stance aims to safeguard parents and learners from exploitative practices while ensuring a smooth start to the school term.
